(Money Magazine) — 1. Negotiate on repairs and upkeep
Price trend: Contractors, still facing a slumping real estate market, will strike a deal to get your business. In a May survey by consumer review website Angie’s List, 81% of contractors say they’d negotiate labor costs; more than a quarter say they’d drop prices by more than 10%. Service providers like house cleaners and landscapers are cutting rates, too.
How to save: Get multiple price quotes. You’ll have the most bargaining power if you can be flexible about the timing of your project. If a builder won’t drop his price, see whether he’ll upgrade you to higher-end fixtures, says Steve Gonzalez, author of “Before You Hire a Contractor: A Construction Guidebook for Consumers.”
2. Trim the cost of borrowing
Price trend:: The average rate on a 30-year mortgage was 4.7% in May, down from 5.1% in February; it’s expected to hit 5.8% next year, says the Mortgage Bankers Association. Some borrowers will pay more even sooner when jumbo loan limits expire this fall.
How to save: The recent rate dip has opened up another refinancing window. To save on closing costs, request a good-faith estimate before you apply. You can negotiate any fees the lender charges. You’ll have the most wiggle room on adjustable-rate and jumbo mortgages.

Cutting the budget deficits of Spain’s regions is one part of the country’s challenge, along with narrowing the central government’s deficit and recapitalizing parts of its banking system, as it seeks to convince financial markets of its creditworthiness.

Education Minister Jody Carr says appointing Dennis Cochrane as president of Atlantic Education International for the next two years will help the company grow educational partnerships on the international stage.
Cochrane, a former educator, provincial Progressive Conservative leader and interim president at St. Thomas University, has already started the part-time position that pays $30,000 annually.
"There's a lot of growth potential for AEI, but growth needs to be done strategically and with a co-ordinated approach," Carr said in an email.
"Dennis Cochrane's experience, knowledge and proven track record make him well suited to oversee the execution of AEI's mandate and the development of a business and expansion strategy for international education in New Brunswick."
In addition to the N.B. International Student Program and a teaching abroad initiative, Atlantic Education International oversees operations at the Confucius Institute in New Brunswick and maintains partnerships with schools in China that use New Brunswick curriculum.
The first partnership was put in place in 1998 under the Liberal government. Since then, five schools have started teaching New Brunswick curriculum, including one that opened in July with a capacity for 3,000 students.
But while department officials say Cochrane's appointment will be good for Atlantic Education International, one man said he wonders what selling educational services to countries such as China means for the integrity of the New Brunswick curriculum.

The amount of new foreign investment deals is on track to double this year, according to a report by Dunia Frontier Consultants, which specializes in emerging markets. In the first half of this year, Iraq attracted $45.6 billion in foreign investment, about $3 billion more than all of last year, the report says.
The rush of investment this year reflects a new confidence in Iraq’s stability and a reduction in risk, analysts say. “This is money talking,” said Campbell Harvey, professor of finance at Duke University in North Carolina.
U.S. companies have been slow to get in on the investment opportunities in Iraq, even lagging behind countries that opposed the war, such as France.
Last year, French companies represented 9.9% of the foreign investment in Iraq, compared with 4.7% for American companies, the Dunia report says.
“U.S. companies tend to be more risk-averse than their European counterparts and certainly their regional counterparts,” said Nicholas Skibiak, emerging markets director at Dunia.
The U.S. Chamber of Commerce has been urging American companies to consider investments in Iraq and pushing the U.S. government to more aggressively represent the interests of American businesses in the country.
“We have invested a lot in Iraq over the last decade in blood and treasure, and it is really unfortunate if we permit our trading partners to sort of capitalize on that investment to our disadvantage,” said Lionel Johnson, vice president of Middle East affairs at the U.S. Chamber of Commerce.
